Derek Foy

Derek is a specialist in retail and urban land use economics. As an economic geographer, Derek brings over 20 years’ experience in the industry to provide high quality, pragmatic advice to clients to assist them to meet their goals while achieving outcomes that benefit the community.

Derek’s clients include central government agencies, local authorities, New Zealand’s largest shopping centre operators, national retail chains, residential land developers and industry bodies. Derek has a particular interest in understanding and advising on the spatial economic effects of policy and developments, guiding development planning from the earliest stages through to conclusion.

Significant recent projects include large mixed-use developments in brownfields and greenfields growth areas, market feasibility studies, policy advice for District Plan reviews, strategic advice for retail and facility network development, and retail and economic impact assessments throughout the country.

A guiding principle of Derek’s work is providing objective, honest advice as a robust basis for decision making. Derek regularly appears as an expert witness in council and Environment Court proceedings, offering continuity of advice throughout the assessment process to guide appropriate and successful development outcomes. He has received consistent praise for his concise pragmatic evidence writing style from clients and commissioners.
